No one is allowed into the upper echelons of Al Qa'ida unless he is a Wahabi Sunni. Iran does not trust the Wahabi Sunnis; the Wahabi, in many cases, do not think of the Shi'a as true Muslims. These are the reasons they cannot and have not been allies.
